twlへのvol通知を修正

充電LEDとレジスタのビットの状態が一致するように。
 CCICバグ回避&アダプタ接続確認のために、充電中でなくても、アダプタ接続後数秒強制点灯にしていた。
 ビットをLEDの状態に合わせる方向に変更した。
