While [private] has corrected his mistake and removed his github repository quickly, the forks are still visible and constitute a massive infringement of my personal copyright.

These codes have been developed in behalf of the US departments of Energy and Defense on US government funded projects. It is imminent that these codes have no place on public visible github repositories.
