I am a libstdc++ [private], the code in question was part of a donation to libstdc++ under the terms of the GNU Public License. The repository in question has copied that code verbatim from libstdc++ and relicensed it under Creative Commons. This is not permitted under the GPL.

The original copyrighted work is part of libstdc++, the originating repository with the properly licensed code (one particular instance, but the entire repo is almost a verbatim copy of our work) -

The entire repository is a near verbatim copy, even preserving libstdc++ comments. The whole repository should be take down.

There are no terms under under the GPL license that permit removal of the copyright notices and relicensing under a Creative Commons license.
