[getopt_msvc] Added a version of getopt for MSVC.
This version supports Unicode strings. Reference: https://www.codeproject.com/Articles/157001/Full-getopt-Port-for-Unicode-and-Multibyte-Microso NOTE: getopt.h has a #pragma message that indicates that static builds violate the LGPL, but this doesn't apply here because rvthtool is GPLv2, so the source code is available anyway.
