David Korth 2078c85642 [cmake] msvc.cmake: Disable "/permissive-" for now.
It's causing various issues due to the packaging script using the
Windows 7 SDK for i386.

package.cmd: Don't set CMAKE_SYSTEM_VERSION for i386.
