[cmake] CheckPugiXML.cmake: Use FIND_LIBRARY() if FIND_PACKAGE() fails.

Browse Source 
Some older versions, e.g. 1.7-2 (Ubuntu 16.04), lack both pkgconfig and
CMake files. Use FIND_LIBRARY() as a fallback.
